The Tribunal considers it necessary to state with thegreatest emphasis that this is a procedure which cannot and willnot be countenanced. Therefore, counsel are warned that theyshould observe the highest professional standards in such mattersand should not use the opportunity afforded to them of conferringfreely with their clients to act in any way as intermediariesbetween the defendants and the press, and they must exercise thegreatest professional discretion in making any statement on theirown behalf.The Tribunal recognizes that in a trial of this kind, where thepublic interest is world-wide, i t is in the highest degree importantthat all those who take part in the trial in any capacity whatevershould be aware of their responsibility to see that nothing is doneto detract from the proper conduct of the proceedings.The press of the world is renderingavery great service ingiving publicity to the proceedings of the Tribunal, and theTribunal feels that it may properly ask for the co-operation of allconcerned to avoid anything which might conflict with the impartialadministration of justice.The second announcement thatIhave to make is this:The Tribunal understands that the counsel appointed underArticle9of the Charter are in doubt whether they have beenappointed to represent the groups and organizations charged in theIndictment as criminal or to represent individual applicants whohave applied to be heard under thesaidar.ticle.The Tribunal directs that counsel represent the groups andorganizations charged, and not the applicants.Asthe Tribunal has
